Secret despatch of 30th of November 1931.
Owing to damage to machines and lack of funda for
replacemente Flying Cluɔ has for some months practically
suspended operations. It is kept alive only by Government

subsidy and is almost curtain to collapse at an early date.

pbasible to keep the Club alive except at prohibited cost to
Government, A proposa. now put by Far Eastern Aviation Company, British company, for esablishment of a flying training school on a commercial basis concerned with use of Kaitak Aerodrome and hanger. The whole success of scheme depends however on permission to train aliens especially Chinese with a view to sale of British machines for which Company is agent. The Company rightly emphasias importance to British trade of training of Chinese in British 91932/3 machines. In this connection see my secret despatch of 17th
December, 1932. I am m self in favour of allowing aliens to be taught flying in Hong Kong and of abandonment of restricted areas and I shall be glad to be informed as early as possible by telegram of the decision of His Majesty's Government on these points in order to enable me to reply to proposal to establish a commercial flying school.
